Dr. Anuwat Supachutkul has been instrumental in laying the foundation and driving healthcare quality improvement since 1992. He convened various parties to implement HA (Healthcare Accreditation) as a key driving mechanism for improvement on the principle of “focus on improvement rather than evaluation” and “accreditation as an education process, not an inspection.” He integrated and made a balance of expectations and feasibilities, international concepts and Thai context, experience/guidance of elders, and real-world application, including combining TQA criteria and HPH in the HA Standards.
Dr. Anuwat started working on quality under the umbrella of the Health Systems Research Institute (HSRI) (1) the trial of applying TQM in government hospitals, (2) the review of Healthcare Quality Assurance mechanisms in various countries, (3) the feasibility study on the implementation of Hospital Accreditation program in Thailand, (4) collaboration with professional organizations in drafting patient-centered Hospital Standards, (5) the Hospital Accreditation Project in 1997 to implement HA Standards together with capability building of consultants and surveyors, and institutional management, (6) running of the "Hospital Quality Improvement and Accreditation Institute” under HSRI in 1999, (7) transform the office to be a public organization “The Healthcare Accreditation Institute” in 2009, which is accredited by the ISQua International Standards of all 3 components (standards, organization, surveyor training)
Dr. Anuwat made ease for quality improvement using key concepts, such as 3P (Purpose-Process-Performance), and 3C-DALI (Core Values, Context, Criteria, Design, Action, Learning, Improvement). He initiated a variety of certifications such as Three Steps to HA, Disease Specific Certification, Network Certification, and Advanced HA. He also promoted learning platforms and supported quality development in various forms such as the Provincial Learning Network, Quality Coach, HA Collaborating Center, and HA National Forum from which a large number of participants benefit from great knowledge and experience sharing.
